Метою проекту було сприяти діалогу та посиленню взаємодії між експертним середовищем та державними структурами, що відповідають за євроатлантичну інтеграцію України та країн-членів НАТО. Як продемонстрували попередні дослідження, було багато непорозумінь і невідповідних комунікацій, які іноді ставили під загрозу інтенсивний і продуктивний діалог між Україною та НАТО.

To elaborate recommendations for the governmental agencies of Ukraine on how to build their and expert outreach regarding Ukraine’s membership, we set the following tasks for this project implementation: to study reservations of the individual countries regarding deeper integration of Ukraine in NATO or its NATO membership; to brainstorm with Ukrainian experts on the best ways to overcome these reservations and stereotypes; and to organize a public debate with NATO experts on the way forward.

In continuation of the 2021 and 2022 projects on enhancing Ukraine-NATO cooperation and understanding, Foreign Policy Council “Ukrainian Prism” held a project “From Madrid to Vilnius” aimed at identifying loopholes in Ukraine’s outreach regarding its Euro-Atlantic aspirations and elaborating recommendations for Ukraine’s government on an issue. It consisted of the study based on interviews in 7 NATO member-states, brainstorming with Ukrainian experts, publication of the report “Ukraine - NATO In the Run-Up to The Vilnius Summit: Key Concerns of Member States”, recommendations for the Ukrainian governmental  and parliamentary agencies, 5 short videos-explainers, as well as public events in Vilnius and Brussels in July 2023. This allowed to facilitate a dialogue between the expert community and governmental institutions in Ukraine, as well as open a frank discussion regarding existing fears in the NATO states.
